My suggestion, I hope, will not be so lengthy as the others. However, I do think it is possible to solve a couple of problems that are mentioned here on these posts. While I do agree empire versus 0.0 is diametrically skewed with respects to the haves and have-nots, I also believe that is what makes the game that much more challenging. However, Oveur, if you want to assuage some of this tension, you could try implementing a couple new features along with the grand revision of named or reverse engineering bpos.
First, let me say that I forsee a horrible phenomenon brewing with current suggestions of making named, unique, or reversed engineering bpos if you depend on ISK as the main determinant for success (whether that be many copies of a ship, many copies of T2 parts, many copies of Reports, it all translates to ISK). Simply because the ones able to use this feature will be the rich--no news there, but if you are looking to make this available to everyone, it will be those out in 0.0 mining and selling the low end mins that will be able to afford what is being mentioned here. Sure, there will be exceptions: those shrewed enough to make it in Empire--and pephaps that is their reward, but I would like to suggest another avenue to add additional intrigue to the game: Corporate Spy Agents.
The problem with only having a few be able to make the bpo's that are being mentioned here is the same problem with the current seeding of the T2 bpo's. Very few have them and of those few that have them, they may not be able to afford to produce them at a rate so as to get them in the game in a timely fashion. With a corporate spy agent, you could utulized them with the current research agent system: each day the player gets RP (now called Corporate Spy Points or CSP's)and they can opt to run missions for the agent:
"Ah! You've returned! Your timing is perfect! I had a friend of a friend drop of some notes that I got from the target corp. However, they know who I am so I'll need you to get it for me."
The CSP's that accumulate don't go to a lottery however, they stack with the character. The CSP's function as a modifier on a chance of success for the agent to make a limited run copy of a blueprint from a targeted corp. Yeah, that's right, you, the player, can select the corp you want to target. Whether it be an NPC or player owned corp. When the player feels he's accumulated enough points, he has the option to initiate the raid. On the bottom of the Agent screen there would be a toggle that says, "execute heist". Once pressed, the CSP's are spent as they are used to calculate the chance of success.
Success however, may not be as simple as "we got it, boss." There is also a counter chance that the targeted corp may find out about your little covert action and be free to respond. This is just my little suggestion to help the game become all it can be. Let me know what you think? Matthias DuBastyra Draconis Wing Commander
